Purchase flat on Gram Panchayat Land?

Looking to purchase a Flat on "gram panchayat" land essentially agricultural Land which is not yet converted. The builder (who also stays on the property - a military family) has all the necessary documentation in place - 7/12 which states this is scheduled to become a Residential Zone, 8A, Index 2, Gram Panchayant Tax receipts, some "known letter" in the Gram Panchayant. If the deal goes through we will execute a sale deed and 8A, Index 2 will be on my name.This however is not a "Plan Pass" building. It has a Gat no not a Survey no
The questions I have are
1. What could go wrong in the future *realistically* from a legal stand point. Considering there are tens of thousands of such buildings in Lohegaon, Wagholi and across Pune.The local wisdom is once the Municipality takes over these will all get regularized with paying some penalty - And this has happened in several areas already. Can I lose the house?
Its a illegal building it's going to happen in future no one knows it it's not realistic recently number of building have to face axe of corporation as they where illegal it's your money it's for you to decide that you want to go for legal things or illegal. their would be no housing loans for such buildings their are tens and thousand of building don't make it legal for further details you can call me
