Property transfer from SC to General Category

Sir,I have to transfer a 1.5 biswa land From SC seller to General caste buyer.What is the legal Procesure to do this...Please tell me required steps for the above mentioned situation.Seller is totally ready but the problem is that he is Harijan .how to resolve this issue .Help me with this.
Under UP Revenue Code permission should be sought from collector provided after selling such land he should remain having the limit of land as minimum provided in the Code otherwise get it declared as non agriculture Land from SDM and thereafter no permission will be required
