Property only Pachayath approved

Hi. I am planning to buy a property (flat). This building is g+4 floors. The building is only pachayath approved, not approved by RERA Or BDA Or BMRDA . nnSuch properties are legal? Should we invest in such properties?

RERA is not an approving authority. If G+ 4 floors totally 5 flats then it does not come under apartment Law as it requires minimum 8 flats. For verifying it's silicality you have to collect all the papers and give it to a good property advocate for title verification.
