Property name transfer if the spouse is missing

We have a house which is in the name of my father. My father went abroad and now there is no communication between us for around 15 years ( there is no proper evidence of living or death either). In my family there are four members me, my mother, elder brother, and a younger sister.Is there any way to change the property in the name of my mother.
Hello sir / mam, I want to express the fact is that all of you should get the legal heir certificate by applying with concern court and with that your mother can apply for change of patta. before doing that you should clarify the fact that is there any documents in your mother name.. like water tax, electric Bill and else.
