Possession of a parcel of government land by a person

A possession certificate for a parcel of government land (300 square yards)downstream of a reservoir is issued by an authority in year 2003 which came under government ownership ( 15 acres 03 gts)in year 1954. Is it (possession certificate) a valid document of absolute ownership. A third person is complaining about his illegal occupation of government land(300 square yards) and I have to report in this regard
hi first need to see the contents of the complaint by the person and if it is not based on all valid reasons then you could contest it and defend it and then you could also file suit for injunction based on that you could obtain relief
