Police not filing fir for vehicle

Hello my vehicle is in illegal possession of someone. Police is not filing fir against my written complaint citing different reasons everytime despite escalation to sho, sp, dgp. How to diminish legal and financial liability(challan, accidents, illegal activities, etc) from vehicle illegal use.

if your vehicle is in illegal possession and police are not registering an FIR, you should immediately send written complaints by Registered Post to the Police Station, SP, and DGP and keep proof of delivery. You can also file an application before the Magistrate under Section 156(3) CrPC to direct police to register an FIR. Additionally, inform the RTO and your insurance company in writing that the vehicle is being used without your consent. for this you need to do private complain in the respective court and join dysp pi and other accused if they are not taking up the complain you can also get the fir direction from the Honorable High court
