People are trying to built a library on a vacant land can they do that

There is vacant plot next to our house. We don't know on whose name it is. Some people are trying build a library on it. Can they do it?
first you have to find out the details of the plot by approaching the nearest Tehsil Office and remove the property extract of the plot from there. than find out whether they have taken due permission from appropriate authority of the government. If all these procedures are not fulfilled than you can file civil suit for stay of the illegal construction of library.
