Parking allotted which is not as per the agreement

I need advise on filing a consumer case against builder who cheated me. As per the agreement & deal he sold me covered parking under building B wing (there are two wings A & B) but now he has given/allotted parking outside of building which is odd in size and inconvenient to use. Apart from this, the water seepage issue will be there in the parking during rainy season for which a water pump will be operating from my parking. for this deal a sales person from his office had taken 2 lakh rupees from me in cash. I have hand written note from him. despite extensive follow up and requests builder is not giving me the parking as per the deal & agreement. in agreement it is clearly mentioned that the parking will be under building B wing (though covered word is not there in agreement). he is offering me open parkings which are odd in size and inconvenient. I am seeking advise and guidance from you in this regards. Thank you very much in advance.
