Owner sold the sanctioned land to other person what can i do

A residential building plan has got sanctioned by a land owner, then he has sold it to another person without constructing the sanctioned building. Then the person who bought it constructed the building according the plan sanctioned to the previous owner. Is it legal to do like this? Does the present owner have to get the plan sanctioned again?

Plan sanction obtained is towards the property. And when the subsequent purchaser has constructed the building as per the previous plan then there is no need to obtain fresh plan. It has nothing to do with the change of owner.

The transfer is legal. There is may be other registered Deed between the owner and the earlier owner. That deed defiantly contain the clause with regard to the sanction plan. Please go through that document and the confirm. Because transfer include each and every right of the owner to buyer. Therefore the present owner need not to be sanctioned once again.

There may be understanding between the earlier owner and present owner. It can be clarified only after verification of the records.
