Owner not selling property after taking token money

I booked a resale flat by following all legal routes and paying 5lakh as token money and agreement made on notary. Total cost of flat is 50 Lakh. Now after the agreement was made the broker and owner of flat are not providing me documents like NOC from builder, allotment letter of house or no dues etc required for the processing of loan. The owner hasn't got possession of this flat as the flat is till in final phase of construction and property rights are with builder but builder has no objection in resale. My 90 days agreement for transferring property on my name is going to lapse within few days. But owner and broker are not helping me by giving documents required for loan. I feel they are wasting my time so that 90 day agreement of sale gets over and they could forfeight my token money of 5 lakh. What to do next ? Shall I visit some lawyer or lodge FIR against this fraud ?
