owner had forfeiture our rental items

Me and my friends(2) were living in a flat .we have deposited the 1 month security money also. we buy some rental things like fridge RO etc. while me and one of my friend decided to vacant the flat because of our jobs. the day when we were vacating the flat owner just asked us to pay the amount the rebates that he provided which was given by him by choice. we were in hurry so we paid him 6000rs. as one of our friend will continue to stay so we left our rental things there. he sends the mail to society desk and allowed us to leave. but my friend who was living there just vacant the flat without informing owner and kept all the rental items in neighbor's flat because the owner is asking for unnecessary money. we have cleared the all dues except the electricity bill and maintenance of that month. we did not clear it because owner had our security money as well as 6k extra. now he is not allowing us to take our things back. he had forfeiture our rental things. can police help in this.
When a cheque is returned unpaid/bounced/dishonored by the Bank, the Payee should not wait to receive the said cheque amount according to the convenience of the Drawer. If required steps are not initiated and completed within the prescribed time limit as mentioned in the Act, the chances of recovering the amount would become minimal and would absolve the Drawer from criminal liability.
