Not registering the property after receiving full payment

I purchased a property and made a full and final payment and have a notarized agreement where the other party agreed that he sold the said property to me have received full and final payment from me and will get registered the property in my name within 7 days of the payment . But 6 months have passed he is deliberately avoiding and not registering the property in my name. Can I register a criminal Cass against him ?
Mr Mrs , whenever you paid full and final payment aap purchased property then why you you have been not registered document instead of notary document ? you are fully cheated by the sailor you can file criminal case according 2 IPC . but there have no meaning any ? hence you have to file civil case against that's yena sailor . for this you can contact with me immediately . there are time limit to file the suit in case of purchased property .
