non delivery of housing unit by a builder

i live in delhi & booked an under construction property from a reputed builder in greater noida. Property was to be delivered in 2018 but no work has been started yet,. i want to know.
1) which lawyer to approach (property/rera/consumer forum/breach of contract)
2) which courts will be involved(delhi / uttar pradesh)
3) what are my legal options in pursuing the case and getting my money back with appropriate penalty/interest......

I can understand your concern, see Firstly we have the option of filing case in Consumer Forum and according to the value of flat we have to decide that whether we have to move State Commission or National Commission of Consumer. In addition to this we have to see the registered office of your builder as this will decide the Jurisdiction.
Next option is to move an Insolvency application in NCLT, if you are more than 100 people.
