NOC issue with the current lawyer. Need to change the lawyer

If my current lawyer isn't issuing me NOC vakalat what can I do? All the fees are paid but the lawyer still doesn't even represent me in court. My case is suffering due to this behaviour. Except complaining to the bar council, Is there any provisions/remedies in law which bypasses this ?
you can get a notice send to him to another are buy yourself intimating him that you intend to terminate the representation given to himand to return the file to you. you have to send it by register post to him. I can tell you the rest of procedure after you do this.
