NOC AFFIDAVIT BY US CITIZEN IN INDIA

My late mother had a flat in Kolkata under KMC area. I want to change the name in the Kolkata Municipal Tax Bill from my mother's name to my name. We are 3 brothers and a sister. My sister is an US citizen. My siblings have no objections on the same. I can take NOC affidavit from my two brothers who are residents of Kolkata. But can my sister make a similar affidavit in a court of Kolkata during her next visit to India? If yes, will that affidavit be accepted by the KMC authority?
