No refund after flat cancellation

We had booked a flat in Dahisar west in 2015 And had to cancel it in November 2017 due to job and financial situation.
We had paid Rs. 74.25 lakhs to the builder. He has so far paid Rs. 20 lakhs back and rest has not been paid and not keeping his commitment time and again.
Please advise.
