No possession of property even after paying full amount

I had bought a flat with open terrace last 3 years ago from first seller but till date did not get possession due to not availability of OC from Cidco. This property is in Taloja new mumbai. Now I paid construction contractor all possession charges but he is not giving me possession letter and said open terrace is not belongs to me. Even it is clearly mentioned in my property agreement and registration.He said this is all bogus. Kindly seek your advice how can I get my property from clutch of construction contractor. Thanks

though as general advise, it can be advised that you should be given possession if you have made all the payments
