Name on Property tax receipt has builders name with my name as holder

Why is that the builders name appear on property tax bill and my name appears as holder ?even though i own the flat ..How can it be rectified ?
what type of agreement is made between you and the builder it depends on it. unless sale deed or conveyence deed is done the property don't get transferred for further details can call on the given number
