Nagar nigam took possession of land and blamed of encroachment

Dear consultants, We bought a plot of 200 sq. yard from a person. All went normal. Then, I asked my father to buy another adjacent plot of 100 sq. yards. Now, this time this previous person became mediator and helped in getting us the adjacent plot. We paid with cheque (white money) and all appeared to went normal untill few years later when the Nagar nigam people took possession of this 100 sq yard plot and blamed us for encroachment. We have original documents which includes documents of previous owner to this seller too and the seller now says that he has no time to interfere and asks us to deal with this by ourself. He asks us to find out the plot as his job was done. What should we do now. What should be the plan of action, whom should we approach first and if this approach wont work then whom to approach next? Should we file FIR with police or go to some other related office (which office?). Thanks in advance. (All Hindus are involved)
No FIR can be registered as it is a civil nature case unless any fraud been met out by the seller to you.
You have to consult a lawyer with all the papers that whether title clearence is been taken or not. And to check the ownership of the seller snd the transfers of ownership of all the sellers and buyers of the land
