My land went in green zone by ADA how can I change it?

Under Ayodhya Master Plan 2031 of ADA my land went to green belt. Is there any way to convert it to residential or commercial or can I get NOC for construction from development authority?
I went to SDM office for get 143 but he said to get NOC from ADA first.
on the above mentioned query please note down that if any land covered under green belt, the authority published the notification in local newspaper and thereafter send notices to the title holders of the lands.
if it was not happened then you have the option to file writ in the high court.
