You cannot becone an accused even if there is no agreement. First thing is dont sign on anything that police tell you to sign. Secondly ask for a copy of FIR, Third if your name is there in FIR take antcipatory bail from Court.

You have to prove your communications with him and also state valid reasons as to why the rental agreement was not made. An offence under NDPS Act is non bailable. Kindly meet us to discuss further about the case. Its difficult to explain in detail here.

It's the duty of the land owner to make a valid tenancy agreement.
If the landowner does not make an agreement then it's an offence under civil law.
The issue you are facing is of criminal in nature and you will not be an accused just because you have defaulted in making an agreement.
If the authority had any strong reason to believe that you are involved in the act then you will surely be an accused.
At the most you will be a witness to identify that the arrested person is none other than your tenant.
You don't have to worry if you have done no wrong.
