My builder refused to provide an EB connection and an EB board

I have started building an individual house in 2023. Builder took more time to complete my house. I have released all my loan amount to the builder. Now builder came and asked me to apply EB Connection and EB Board with my own. Can you clarify EB Connection and EB Board: is that building owner responsibility or builder responsibility? Kindly advise.
Please review your construction agreement, which you and the builder would have signed before beginning work. Only your construction agreement will determine the amount of EB connection charges. If there is no agreement and that clause is not found, then the owner is responsible.
