Mutation of Non Agricultural Land

Please reply my following queries: (1) Is this mandatory to get the mutation in revenue records for the non agricultural land in Uttar Pradesh.. (2) Is there is any time limit to apply for mutation in Uttar Pradesh. (3) What is the penalty for delay in applying for mutation in revenue records in Uttar Pradesh. Please also provide legal citations, judgments relevant to my queries.
mutation is necessary and mandatory either in revenue records or in the municipality record there is no time frame for mutation is fixed but in the interest of justice it should be done as soon as possible there is no penalty for delaying in mutation but you have to pay the delay fees
