Mutation of joint Property(house+land)

HiI have a joint property in Kolkata. My parents passed away few years ago. I have one brother and two sisters. Myself and one of my sisters want to sell our share of the undivided property . We have found a buyer and he is asking us to do to mutation first. We have approached our other sister and brother but they are not interested in doing the mutationIs there a way we(myself & my sister) can apply for mutation (both municipality and BLLRO) ?nIf not, what is the alternative ?
