Mother has 36 cents land tax paid by our family living for 35 years

My mother has 36 cents of land and a house built in it. The tax of both this land and house is being paid by her and our family has been living here for about 35 years. However, the land is in my uncle's name (mom's elder brother). Years ago when electricity needed to be taken, she transferred the house ownership to my uncle since it was law that both land and house should be in one person's name. Land's money was also paid by my mom even though it was bought in his name. Till now though due to some reasons (my father doesn't look after us, he usually sells everything to his benefit, so we trusted my uncle by letting it be in his name) both land and house is in his name itself. We never asked to transfer it to us. However recently we asked him to transfer both to my mom's name and he says no. He is adamant that it's both his!. We are Muslims.

The question is, how was the land transferred to uncle's name, was it through a registered deed? Was there any consideration. If it is the case that only the changes were effected in the revenue or municipal records, it could be that there is no transfer of title.
