Mortgage deed for individual registration

Can mortgage deed and it’s registration be done between individuals for borrowing money from another person ?
I heard it’s only available for institutions
Of course, mortgage deed can be executed between individuals including deposit of title deeds. This way you can protect the interests of both parties as well as the property. Mortgager and mortgagee can fix terms and conditions of mortgage and register the same.
