Meter problem due to height issue

bought registered flat on 1st floor . June 2018. Building is made by Builder it has 7 Flats and 2 shops. 8 electricity meter are already in the building before i bought the flat but when i applied for electricity connection , BSES Rajdhani said because the building height is over 15 meter so they need fire NOC. And its impossible to get fire NOC in this Builder's made Building. I asked Builder to demolish the top floor, so that 1 can get Electricity connection but Builder refused and said he made money with Illegal top floor, so he will not demolish. Do whatever you want to do. I have already raised concern in Griveance in SDMC , MCD to demolish the illegal top floor but no action. None of my tweets are reverted. 1 year has passed . Can you advise what action can i take.
