Meter problem due to height issue

bought registered flat on 1st floor . June 2018. Building is made by Builder it has 7 Flats and 2 shops. 8 electricity meter are already in the building before i bought the flat but when i applied for electricity connection , BSES Rajdhani said because the building height is over 15 meter so they need fire NOC. And its impossible to get fire NOC in this Builder's made Building. I asked Builder to demolish the top floor, so that 1 can get Electricity connection but Builder refused and said he made money with Illegal top floor, so he will not demolish. Do whatever you want to do. I have already raised concern in Griveance in SDMC , MCD to demolish the illegal top floor but no action. None of my tweets are reverted. 1 year has passed . Can you advise what action can i take.
hello client aa i can see ur issue there is only one solution to your problem as the builder have created illegal flats costructions and made miney out of it. so there is only one way tht is high court ordee in tjis way your over a issue will get reaolved .
