Maintenance payment for unregistered apartments

I applied for apartment registration in January 2018 and due to some mistakes by the builder and issues between builder and Panchayat the registration is still not completed. In the meantime, property management agent in our complex has sent a notice for Maintanenance payment. As an owner who is yet to get this unit registered, do I need to make the payment or defer the notices and push it back to the builder to first complete registration ?

Until get registration completed you wont be the owner of said flat. Therefore no need to make payment to the Maintenance charges raised by the agent.

You acquire an immovable property only by executing a deed of conveyance which should be registered. You pay maintenance for the facilities used by you like water, lifts etc. It is obligatory to pay maintenance only on owners. Infact the fault is on part of builder who is bound to register the flat. You may insist to pay maintenance only upon occupation/registration of flat.
