Maintenance not paid by 2 Flat owners.

What action can be taken if 2 Flat owners ( totally 7 apartments) don't pay the maintenance amount. Our apartment is not have a registered maintenance society , the maintenance is done by the members who are living in the apartment.
if you do not have a registered society or association for your apartment complex you will have problem claiming or recovering maintenance dues/ arrears. if members pay good ~ if not you cannot go to Court.
