Maintenance Dispute with Housing Association

I am facing a dispute with the new housing association regarding pending maintenance fees from 2019-2020. I had paid some months in cash and later made a lump sum payment through the bank, for which I have proof. Over the years, the association has posted defaulter lists multiple times, and my name was never included.
Now, they are claiming I owe money and are threatening my tenant with disconnection of water and electricity. How can I handle this situation legally, especially since I do not ha
