Maintenance charges for a flat which has not been

Is one liable to pay maintenance charges for a flat which has not been allotted so far, society has charged me maintenance charges for the last 16 years at 28% interest.
If the flat hasn't been allotted, there may be no allotment letter. In absence of an allotment letter, there can be no express provision for maintenance charges and the same is liable to be challenged/refuted by the buyers. Further and better particulars are needed for an effective opinion.
