laws regarding building a water well near a water body in rural areas

I have agriculture land near Nashik . For purposes of water security I had bought water rights to build a well and to take 90% of water from an agriculture plot near my agriculture land. I have the registered deed on that land and also required noting in 07/12 exract regarding the water rights. I now want to construct a water well on that land which is next to a water body. Now I am been told by local government officials that ground wells cannot be built within a certain distance from a common water body although nobody seems to be sure of exact distance or relevant laws. Need legal advise on the same.
