Lane passage blocked by placing many huge plants

My ground floor resident has placed huge plants on 3 sides, front back & the corner side. The lane is like 40% blocked & we cant park 2 wheelers. Morever, they put water by pipes & make my bike fully wet in the morning & evening. I cant ride as the seat covers get fully wet. Where & how do I complaint about this?
File a civil suit for declaration and permanent injunction injunction in the civil court of your jurisdiction against your ground floor by obtaining a permanent stay order against him for obstruction of the lanes. If you are in Delhi NCR kindly let me know
