Land and property allotment against PoA

I have given an irrevocable PoA to a builder with all powers for my land in exchange for another plot with the construction of a house in the same area. I have received an allotment letter, and I have an agreement copy on 10 Rs stamp paper with details of the builder will give me against my property for which PoA is given. 30 months time is mentioned in the allotment letter for handing over the apartment. the builder is dealying now and the plot allotted to me is not registered in my name.

tell the builder to allot the land and register that land in your name. or you can inform to the local development authority about your grievance. if not then you can file a suit to specifically perform the contract. if specific performance is not possible then claim damages or compensation.
