land acquired by govt for highway (NHAI) but paid residential rates

My land acquired by the govt for six lane highway (NHAI). They paid as per non-agricultural rates. While this land was of commercial use. Left side is petrol pump and right side are shops but still then govt has not paid as per commercial rates. Govt has paid much less than the market rates. Gave representation to officer (Administration) but he rejected case saying land is not registered as commercial land. Are there cases where government was ordered to pay as per commercial rates for such "commercially located and commercial use land" despite that is not registered (registry) as commercial.
