Is the Will of a Khasmahal land possible ?

There is a Khasmahal Land of 4 Khatha in District-Sahebganj, Jharkhand, where my father and his elder brother bought the land by agreement from a Jameendar in 1984.
In 2010, my father's elder brother sold his portion 2 Kattha, by agreement to my mother, as my father passed away in 2008. The agreement paper was not registered in the court. In 2022, my mother made a WILL in the name of my younger brother.

Dear as per law you have to understand one thing that the nature of your property is Khashmahal land which is government land and government release it in the form of lease for 30 years thereafter, again renew after lapse of time. There is not ownership in such nature of land. Take permission from Governmen for renewal.
