Is physical presence of legal heirs mandatory while transfering

My late husband is an allottee of house purchased under govt scheme.Now,I want procure the sale deed in my name,for which the signatures and no objection certification is required from all the legal heirs.Only one of my children is India,while other two are abroad.Is there any approach by which I can get their signatures without their physical presence. Because it is not feasible for them to travel to India immediately to facilitate the process.
