Is newspaper ads offering plots for sale is fraud or legitimate

There are newspaper ads offering plots for sale at chirle, Navi Mumbai. I want to know are those people selling are cheating. The company names are Landscape, Samrajya, Infratech, etc. They are offering min 1000 square feet plots stating FSI as 1.2 for construction at Rs. 200-750 per square feet. That too at a downpayment scheme of first payment Rs. 1 lakh rest on easy intallments for 2 years. Is it legitimate or fraud scheme?
take 30 years search from registrar office by advocate. many time some people cheated the people. Due to less many people invested money but after some day seller is not ready to complete sale traction. ,and also not ready to return the money .
