Is it permissible to construct a boundary wall around my plot

I live in east delhi . Building construction permission is not released in an area by mcd so far and in that area i have a plot . 1Can i atleast construct boundry wall around my plot ? 2If yes then what is maximum permissible height? 3. Do i need permission from mcd to construct boundry wall?
Yes surely you can construct boundary wall around your plot. Maximum permissible height is 1.5 metres. You don't need permission from MCD to construct boundary wall.
