Is it illegal to install Fibre sheet over my balcony

I stay in a society in Indirapuram. I’m a tenant. I covered my balcony from top with fibre sheet due to safety reasons. Ppl throw waste, water, broom, almost every thing which eventually falls in my balcony as I stay in 1st floor. Now, during painting work, RWA damaged my fibre sheet. Several communications through phone, email, letter and even personally, they refused to revert back. So, finally I sent the legal notice. Now, RWA is saying fibre sheet is illegal and if this matter is continued GDA will destroy the sheet. I just want to confirm if it is legal as I’m staying in 1st floor, i installed fibre sheet to cover from top only. Is this against property law.

Fibre sheet is illegal only if it is mentioned anywhere by GDA else RWA does not have any right to remove it , you can complain against RWA in police as well. if RWA has any problem tell them to proceed thru police or court. .
