Is construction of temple in government hospital legal ?

A volunteer has agreed to donate a 9 by 9 feet temple by way of constructing it to a government hospital. Can this construction be legally sanctioned? If not, how can I (as a mere contract and hoc employee) prevent further construction of the same?
You just check whether they have sought any permission from the concerned authority of the government if not then complain about the same to concerned authority or check the information under R.T.I. and take action by filing PIL
