Is a new plan required to be modified

we purchased a property in 1994 & after a year we constructed another house in space left out .Is there any need for the new plan for the latter constructed house.

Yes. you need to have permission for any construction.
Since you have already constructed the building, apply for regularisation of the new construction in the town planning cell (municipality/ Gram panchayat) as applicable.
The problem is without approval the building is deemed to be unauthorised construction which can be demolished any time .
Also when it comes to property tax, any unauthorised construction will be levied two times the property tax till such time the building is regularised.
Also you cannot sell / borrow money from banks if the construction is unauthorised.
So better to go for regularisation of construction and get peace of mind and value for property.
