Incomplete land registration only Kulmukhtyar after paying all money

I wanted to purchase small land so an agent helped me to do this. He mentioned he will take care of all the things and got the money but after lots of followups he just created the "Kulmukhtyar patra" and said I can now do the plantation I need. I wasn't clear about the documentation I was made to believe that it was registration (document wasn't handed to me). Later on I got to know this and for past 8 months I am following with him but still there is no further work done. What can be done to get the registration and 7/12 done on my name?
