Illegally blocking common passage

I bought a flat in new delhiGovindpuri area on third floor, which is a fourth floor building. Ground floor owner block the common passage by parking his vehicle and abuse with me and my family. Threatens to death me. He says i have right to block common passage because am residing in ground floor. I have made complaint on police staion but they didnt take any action. It is clearly mention on the agreement that no one can block common passage.

You have got unimpeachable right in the common passage of property sold floorwise. serve the other party with a solid legal notice and simultaneously file criminal complaint case against him. you are also advised to create electronic evidence of abuse and threat to solidify your stand in court.

you may file a case before the district court for directions on your neighbour to not block the ingress and egress to your property. if he does not comply with the order of the ld. court, he will be criminally liable.
