Illegal Legal Hair Certificate

Hi, my grandmother died while my father aged 7yrs and after his death my grandfather died in 2010 after his death his 2nd wife son got legal hair certificate in taluk office only his name or along with his name first wife daughter name such that with out first wife name now i want to know is that legally acceptable if not how to go with this which mean how to cancel their existing certificate
apply for a new legal heir certificate and you should mention that already some person has applied legal heir certificate by claiming false legal Heirs are not including the original legal care CEO at the proper authority you Mein competition and if the petition is not more than you should make a legal action to include all the persons as a parties and to get a combined legal certificate
