Illegal construction of 2 extra floors on DDA flats

I am owner of first floor in DDA flats and second floor owner build 2 extra floors D and E which are build earlier 7-8 years but now they put lot of pressure on lower floors .in our house cracks and dampness comes from many sides . What is solution for this he blackmailing me that if u make complaint of my house then the shop which we use in that DDA flats from last 20-25 years i also complaint of that . Pl suggest best solution for regarding this
