If EMI not paid for under construction property

I bought a property in Oct 2014 under 80:20 scheme. In this builder agreed to pay the pre-EMI till possession. He stopped paying from December 2015. Since I did not plan for this, I do not have funds for this EMI. What actions financial institution can take against me? Construction has been stopped from August 2015. If I fail to pay the EMI, What property bank can auction as appartment has not been constructed?
