I want to transfer my property to my wife name

After my father's death, my brother stolen my original Settlement Deed kept in my father's Bank Locker. He closed my father's locker with Authority letter from my mother, she is joint Locker Acct holder. I am out of station at that time. My brother is a state govt employee. I have Patta, property, water tax & E bill in my name. I went to Sub Registrar office to transfer my property to my wife name but they want original Settlement Deed. I have true copy of Settlement Deed signed by Sub Registrar
