Are they ready to give the consent or do they want any share out of the property?
The wife can go for the Letters of Administration by which she will be appointed as an Administrator of the property. After that the whole share will be of her.

This is my response to you:
1. You will need to obtain the release deed signed by the sisters;
2. Since the sisters are the lineal desecendants of the decesased;
3. An NOC will not suffice;
4. Consult a local lawyer and take steps.
