you can approach tehsildar(Executive Magistrate) of your concerned area along with death certificates of your grand father(dada ji), grand mother(dadi ji), & your father(pitaji) and no objection certificates of all brothers & sisters of your pitaji as well as your brother & sisters if any mentioning there in thaat you all have no objection in transferring the property in your mothers(mummy) name.
